My DM always gives us a chance to do whatever we want in-between arcs to explore what our characters do in their downtime. Allen, being the worst as he is, always uses the opportunity to fulfil his duty to prank and confuse random citizens. Whether that be setting up mannequins to act out a potentially metaphorical scene in front of a money laundering place, creating grafitti that simply reads "beware the fishmonger", or the thing with the horse, it's always fun. For me.
